The heart of Welcoming America's mission really resonates with me because I am an immigrant myself and I've personally witnessed how immigrants and refugees thrive and feel like they belong when they're embraced and celebrated by their community. I am grateful to be part of an organization that connects, supports, and amplifies the amazing work being done by nonprofits and local governments and other organizations around the country to support immigrant and refugee communities.

About Ernestor De La Rosa

Ernestor is the Regional Manager of Local Government and Community Affairs for ITC Holdings Corporation. Most recently, Ernestor served as the Chief Diversity Equity and Inclusion (DEI) Officer for the City of Topeka, Kansas. In this role, he oversaw the development and implementation of the City’s DEI. In addition, he managed and oversaw the Division of Community Engagement and the Human Resources Department.  

Prior to his role at the City of Topeka, he worked for the City of Dodge City, Kansas as the Assistant City Manager. He oversaw Public Transportation, Human Resources Department and continued to serve as the City’s Legislative Affairs Director. He worked diligently with Kansas representatives on legislative affairs issues including immigration, transportation, and housing. He also worked closely with the City’s lobbyist and coordinated the efforts of the Southwest Kansas Coalition, which is made up of the City of Dodge City, Garden City and Liberal. Additionally, he was appointed by Governor Kelly to serve on the Kansas Hispanic & Latino American Affairs Commission.

Ernestor was born and raised in Mexico and immigrated to the United States at the age of 12. Ernestor graduated from Wichita State University with a Master of Public Administration and a graduate certificate in nonprofit management. Ernestor obtained his bachelor’s degree from Fort Hays State University. In 2019, he was recognized with the Early Career Excellence Award by the Kansas Association of City/County Management.
